Vehicle Titles and Registrations – Pennington County Treasurer’s Office
The Pennington County Treasurer’s Office handles the titling and licensing of various vehicles, including new and used motor vehicles, motorcycles, trailers, mobile homes, snowmobiles, boats, ATVs, and commercial vehicles. We also process motor vehicle lien releases, assist with duplicate title applications, and issue portable handicap permits with the required doctor verification forms.
Mobile Home Title Transfers

Vehicle Registration & Renewal Information
Vehicle registrations follow a staggered licensing system, based on the first letter of the owner’s last name or the company name. See the table below for renewal months. Please note that registrations cannot be renewed by anyone other than the owner unless written authorization or the renewal card from the state is provided. See our FAQ Section for additional information on renewing a registration, including payment options.
- South Dakota residents have 45 days from the date of purchase of a vehicle to transfer the title. After 45 days, a penalty of $1 per week (up to 26 weeks) will be applied. After 26 weeks, a flat penalty of $50 will be imposed. Additionally, interest of 1% and penalties will apply to the 4% vehicle excise tax once the 45 days has lapsed with additional fees due on the 60th day after purchase. Required Documents for Titling
To title a vehicle, you must provide:
- A valid South Dakota driver’s license or ID for each owner, or
- A clear photocopy of your Social Security number along with a valid out-of-state ID or driver’s license.
- Businesses must provide their FEIN (Federal Employer Identification Number).
Note: Make sure to verify your county of residence, as some Box Elder addresses may fall under Pennington County or Meade County. South Dakota law requires residents to register their vehicles in the county where they physically reside.

Vehicle Title Transfer and Registration in South Dakota – Pennington County
In South Dakota, buyers have 45 days from the purchase date of a new or used motor vehicle/motorcycle to transfer the title into their name. To title a newly purchased vehicle, the following documents are required:
- Certificate of Title (for used vehicles) or Manufacturer’s Certificate of Origin (for new vehicles), properly assigned to the buyer.
- Odometer disclosure for vehicles 20 years old or less, signed by both the buyer and seller.
- Purchase agreement or valid Bill of Sale.

If processing through the mail all documents will need to be mailed to our office. Paperwork mailed in is receipted in and worked in the order it is received- not necessarily on the day it arrives from your chosen carrier. Expect up to two weeks plus processing time. If additional documents are needed and mailed in, they will follow the normal mail process. Requests to the contrary are subject to Administrative fees.
It is the sender’s responsibility to follow up on processing to avoid interest and penalties. Title work starts accruing interest if not completed 45 days from your purchase date. We do not go by when the paperwork is mailed/received in our office. You are responsible to have all documents in and paid for. You are strongly encouraged to mail in advance to avoid penalties.
Once your paperwork has been reviewed you will be contacted for payment or for any missing documents. Please include valid contact information with your paperwork. A $3.00 long distance call fee may be applicable. We will reach out via email if an email address is given- watch your junk or spam folder so you don’t miss any correspondence regarding your transaction.
Transactions done through the mail will be charged a $25.00 administrative fee and a postage and handling fee to mail the plates and registration ($7.50 per set of plates and registration, $1.50 per registration only).

Yes. A vehicle title is a legal document that is required to register a vehicle\motorcycle in South Dakota. While the primary purpose of a title is to establish who owns the vehicle, titles also provide vehicle information such as make, model year, weight and the vehicle identification number (VIN). Both the buyer and seller must follow specific procedures to ensure the title is correctly transferred from one owner to the next.
If the vehicle\motorcycle is brand new, instead of a certificate of title, you may have a Manufacturer’s Certificate of Origin. Once the title transfer is completed you will receive a South Dakota title. If there is a lien holder the title will be held electronically until the lien is released.
If a vehicle\motorcycle is registered in another state that does not require a title for that vehicle type, the ownership document may be the vehicle registration. The original paper registration from the seller will be required along with the bill of sale.
An odometer disclosure is required for all vehicles\motorcycles 20 years or newer. The disclosure will need to be signed by both the seller and the buyer. Many states have an odometer disclosure on their titles to be filled out by the seller and a place for the seller and buyer to sign. A separate odometer disclosure form may also be used (Form 1021).
The odometer is not required on vehicles\motorcycles older then 20 years. If the odometer has not been previously exempted on a title the mileage may be carried forward to the newly transferred title with a proper odometer disclosure or it may be exempted. Once the mileage has been exempted it will remain that way.
A completed purchase agreement or bill of sale is required for all title transfers and must include the vehicle information (year, make, model, complete VIN), the date of sale, sale price, seller name, buyer name, and be signed by the seller. Many states have a section on their titles to fill in the required information and a place for the seller and buyer to sign. If any of the required information is missing, or not filled out, a separate bill of sale will be needed (Form 1025).
If purchased from a dealer the purchase agreement or bill of sale will be needed. Any trade-in vehicle information will need to be listed on the purchase agreement for calculating excise tax.
Any cross outs, white out, or other alterations to documents may void them or require an affidavit for correction.
A South Dakota Motor Vehicle and Boat Title Application must be included with all title transfer paperwork. If you have purchased from a South Dakota dealer this should already be included in your title paperwork. If there is more than one buyer both people may need to sign depending on how the names are connected.
Names connected by ‘AND’ or without any designation require both buyers to sign the application.

In lieu of sales and use taxes, South Dakota imposes a 4% excise tax on most motor vehicle\motorcycle transactions unless exempt. The excise tax is based on the purchase price listed on the bill of sale, purchase order, sales contract, or on the NADA clean retail value.
Purchase price is defined as total consideration of the vehicle price and all accessories not charged tax- including but not limited to rebates, document fees, extended warranties, service contracts and GAP Waiver. Trade in allowances are deducted from the total purchase price only if verified by VIN on the purchase contract AND if that trade in was titled in the name of the applicant.
Exclusions: Discounts are not rebates and are therefore not excise taxable. Insurance is not excise taxable.
If the vehicle\motorcycle was purchased for a nominal amount (less then fair value) excise tax may be calculated based on the NADA clean retail value of the vehicle.
If the vehicle\motorcycle is transferred without consideration (no money exchanged) between spouses, between a parent and a child, or between siblings the vehicle is exempt from tax. Otherwise excise tax will be figured on the NADA clean retail value.
A valid bill of sale still needs to be completed and late fees will accrue if not transferred within 45 days from the date of sale.
If the deceased’s estate is going through probate the court appointed personal representative will need to sign as seller on the title and the PR paperwork sealed by the courts will be needed to show they have authority to sell the vehicle\motorcycle. The original paper title will be required to transfer the title, along with the odometer disclosure if less then 20 years old and a valid bill of sale. If the title has been lost the personal representative may apply for a duplicate title.
If the deceased’s estate is NOT going through probate a Succession Affidavit will need to be filled out by the qualifying heir. Section C of the affidavit lists the requirements to qualify for transfer by succession, including it having been at least 30 days from the date of death and the estate not going through the courts. If the vehicle is titled in another state, the succession process will need to be done in that state (if the state allows it) before it may be transferred in South Dakota. If it is titled in South Dakota the title may be transferred by succession without the original paper title if it is unable to be located.
Yes, South Dakota title and registration statutes do not expressly prohibit an out-of-state applicant from titling and registering here. However, your state may prohibit registering your vehicle\motorcycle in another state. No refunds will be issued for any reason.

In South Dakota plates stay with the owner, not the trailer. If you purchase a new trailer, you may transfer the license plates from a sold or destroyed trailer if they are not expired. Once the plates have expired and are not on a trailer they become dead and cannot be transferred.
Permanent trailer plates may not be transferred to a new trailer.
If the trailer is under 3,000 lbs, you will go through the homemade trailer process. You will need the length, width, and estimated weight to get a VIN application from our office. You will then need to stamp the assigned VIN on the trailer and have it inspected and signed off by a peace officer. You will need to bring the completed VIN application, weight ticket, and the number of wheels on the trailer to our office. If processing through the mail you will also need to complete the South Dakota Motor Vehicle and Boat Title Application and include the number of wheels and length x width after the color.

- In South Dakota registration fees for watercrafts are determine by the type and length of the watercraft. All watercraft with a motor attached (gas or electric) must be registered. Watercraft over 12 feet in length, with or without a motor, must be registered.
- A non-motorized watercraft over 12 feet in length- $15.00 annual
- A motorized watercraft under 19 feet in length- $25 annual
- A motorized watercraft over 19 feet in length- $45 annual

Paperwork mailed in is receipted in and worked in the order it is received- not necessarily on the day it arrives from your chosen carrier. Expect up to two weeks plus processing time. If additional documents are needed and mailed in, they will follow the normal mail process. Requests to the contrary are subject to Administrative fees.
It is the sender’s responsibility to follow up on processing to avoid interest and penalties. Title work starts accruing interest if not completed 45 days from your purchase date. We do not go by when the paperwork is mailed/received in our office. You are responsible to have all documents in and paid for. You are strongly encouraged to mail in advance to avoid penalties.
Once your paperwork has been reviewed you will be contacted for payment or for any missing documents. Please include valid contact information with your paperwork. A $3.00 long distance call fee may be applicable. We will reach out via email if an email address is given- watch your junk or spam folder so you don’t miss any correspondence regarding your transaction.

Yes. A watercraft title is a legal document that is required to register a qualifying watercraft in South Dakota. While the primary purpose of a title is to establish who owns the watercraft, titles also provide watercraft information such as make, model year, length and the hull identification number (HIN). Both the buyer and seller must follow specific procedures to ensure the title is correctly transferred from one owner to the next.
If the watercraft is brand new, instead of a certificate of title, you may have a Manufacturer’s Certificate of Origin. If it was purchased from a seller that resides in a state that only registers that type of watercraft, the original paper registration or the properly assigned Manufacturer’s Statement of Origin is required. Once the title transfer is completed you will receive a South Dakota title. If there is a lien holder the title will be held electronically until the lien is released.
South Dakota requires boats over 12 feet long, or with a motor (gas or electric) to be titled and registered. A boat 12 feet and under, without a motor, is not titled or registered.
Canoes, kayaks, inflatables, sailboards and seaplanes that are under 12 feet long, and do not have a motor (gas or electric) are not titled or registered. If it is over 12 feet long, or if at any point a motor is attached, it must be registered.
No person may operate or give permission for operation of a nonmotorized boat over twelve feet in length or a motorboat on the waters of this state unless a registration validation decal is displayed on each side of the bow of the boat.
No person may operate or give permission for operation of a nonmotorized boat over eighteen feet in length or of a motorboat on the waters of this state unless the boat is numbered in accordance with this chapter and the identifying number set forth in the certificate of number is displayed on each side of the bow of the boat.
No person may operate or give permission for operation of a nonmotorized boat over twelve feet in length or a motorboat on the waters of this state unless a registration validation decal is displayed on each side of the bow of the boat. A violation of this section is a Class 2 misdemeanor.
A completed purchase agreement or bill of sale is required for all title transfers and must include the watercraft information (year, make, model, complete HIN), the date of sale, sale price, seller name, buyer name, and be signed by the seller and buyer. Many states have a section on their titles to fill in the required information and a place for the seller and buyer to sign. If any of the required information is missing, or not filled out, a separate bill of sale will be needed (Form 1025).
If purchased from a dealer the purchase agreement will be needed. Any trade-in vehicle/watercraft information will need to be listed on the purchase agreement for calculating excise tax.
Any cross outs, white out, or other alterations to documents may void them or require an affidavit for correction.
A South Dakota Motor Vehicle and Boat Title Application must be included with all title transfer paperwork. If you have purchased from a South Dakota dealer this should already be included in your title paperwork. If there is more than one buyer both people may need to sign depending on how the names are connected.

In lieu of sales and use taxes, South Dakota imposes a 3% excise tax on most watercraft transactions unless exempt. The excise tax is based on the purchase price listed on the bill of sale, purchase order, sales contract, or on the NADA clean retail value.
Purchase price is defined as total consideration of the watercraft price and all accessories not charged tax- including but not limited to rebates, document fees, extended warranties, service contracts and GAP Waiver. Trade in allowances are deducted from the total purchase price only if verified by HIN on the purchase contract AND if that trade in was titled in the name of the applicant.
Exclusions: Discounts are not rebates and are therefore not excise taxable. Insurance is not excise taxable.
If the watercraft was purchased for a nominal amount (less then fair value) excise tax may be calculated based on the NADA clean retail value of the vehicle. If a NADA value can not be obtained an affidavit of value may be required (Form 1012)
If the watercraft is transferred without consideration (no money exchanged) between spouses, between a parent and a child, or between siblings the watercraft is exempt from tax. Otherwise excise tax will be figured on the NADA clean retail value or affidavit of value if a NADA value cannot be obtained.
A valid bill of sale still needs to be completed and late fees will accrue if not transferred within 45 days from the date of sale.
If the deceased’s estate is going through probate the court appointed personal representative will need to sign as seller on the title and the PR paperwork sealed by the courts will be needed to show they have authority to sell the watercraft. The original paper title will be required to transfer the title, along with a valid bill of sale. If the title has been lost the personal representative may apply for a duplicate title.
If the deceased’s estate is NOT going through probate a Succession Affidavit will need to be filled out by the qualifying heir. Section C of the affidavit lists the requirements to qualify for transfer by succession, including it having been at least 30 days from the date of death and the estate not going through the courts. If the watercraft is titled or registered in another state, the succession process will need to be done in that state (if the state allows it) before it may be transferred in South Dakota. If it is titled in South Dakota the title may be transferred by succession without the original paper title if it is unable to be located.
Yes, South Dakota title and registration statutes do not expressly prohibit an out-of-state applicant from titling and registering here. However, your state may prohibit registering your watercraft in another state. No refunds will be issued for any reason.

ATV\Off-Road Vehicle or Snowmobile Title Transfer and Registration in South Dakota – Pennington County
In South Dakota, n South Dakota, all ATVs, off-road vehicles, and snowmobiles are required to be titled. To register an ATV or off-road vehicle for street use, all street-legal accessories must be installed, and a completed Low Speed and Off-Road Vehicle Affidavit must be submitted.
Buyers have 45 days from the purchase date of a new or used trailer to transfer the title into their name. A penalty of $1 per week (up to 26 weeks) will be assessed for late transfers, with a flat penalty of $50 applied after 26 weeks. Additional interest of 1% and penalties will apply to the 4% vehicle excise tax if the transfer is not completed within 45 days, with further fees due on the 60th day after purchase.
Titling requires providing a valid South Dakota driver’s license or ID for each owner. If an owner has an out of state driver’s license or ID then a clear copy of their social security card, or other acceptable proof, will be required. Businesses must provide their FEIN #. - The vehicle must be titled as street legal or the Manufacturer's Statement of Origin (MSO) must indicate it is intended for use on public highways.

Yes, if the vehicle meets all the requirements to be street legal. You may purchase an annual pass for $50.00. You will need a copy of your ownership document (Title, Registration, Insurance Card) and a copy of the Driver's License or State ID and proof of social security for all owners.
You will also need to complete the Non-Resident Off-Road Vehicle Permit Application and all owners will need to sign. When processing through the mail additional administrative and postage fees will apply.
Motor Scooters (50 CCs and over) are required to be titled and licensed in South Dakota. The Low Speed and Off-Road Vehicle Affidavit is not required.
Mopeds (under 50 CCs) are optional to title and license, and toy ATVs are not titled in South Dakota.

Verification of tax paid to another state is required to receive reciprocity if the issue date on the title is within the last two years. If the issue is date is more then two years old you will receive reciprocity credit for that state’s tax percentage. If coming from a state that collects less tax than South Dakota (4% for vehicles, ATV\off-road, and snowmobiles, 3% for watercraft) then excise tax will be collected for the difference.
Acceptable proof of tax previously paid is a receipt from the other state or local government office, or the Out of State Dealer Tax Assessment form completed by the dealer. If proof of tax paid cannot be obtained the excise tax will be assessed on the purchase price on the provided bill of sale if purchased within the last six months, or the current NADA clean retail book value if purchased more than six months ago.

Both the buyer and seller must follow specific procedures to ensure the title is correctly transferred from one owner to the next.
If the vehicle\ motorcycle, trailer, watercraft, ATV\off-road, or snowmobile is brand new, instead of a certificate of title, you may have a Manufacturer’s Certificate of Origin. Once the title transfer is completed you will receive a South Dakota title. If there is a lien holder the title will be held electronically until the lien is released.
If a vehicle is registered in another state that does not require a title for that vehicle type, the ownership document may be the vehicle registration. The original paper registration from the seller will be required along with the bill of sale.
A completed purchase agreement or bill of sale is required for all title transfers and must include the vehicle information (year, make, model, complete VIN), the date of sale, sale price, seller name, buyer name, and be signed by the seller. Many states have a section on their titles to fill in the required information and a place for the seller and buyer to sign. If any of the required information is missing, or not filled out, a separate bill of sale will be needed (Form 1025).
If purchased from a dealer the purchase agreement or bill of sale will be needed. Any trade-in vehicle information will need to be listed on the purchase agreement for calculating excise tax.
Any cross outs, white out, or other alterations to documents may void them or require an affidavit for correction.
An odometer reading is required for all vehicles\motorcycle 20 years or newer. Guesses and rounding are not acceptable. The actual current odometer reading at the time of title transfer will need to be provided.
If processing through the mail, the odometer reading must be filled out on the application if it is 20 years or newer.
The odometer is not required on vehicles older then 20 years. If the odometer has not been previously exempted on a title the mileage may be carried forward to the newly transferred title with a proper odometer disclosure or it may be exempted. Once the mileage has been exempted it will remain that way.
A South Dakota Motor Vehicle and Boat Title Application must be included with all title transfer paperwork. If you have purchased from a South Dakota dealer this should already be included in your title paperwork. If there is no lien holder, a name may be added or removed from the title during the title transfer. A Motor Vehicle Affidavit will need to be filled out. In the general purpose section you will fill out which name you are adding or removing, and how the title should read (example: I would like to add John Smith to the title. The title should read as Jane Smith or John Smith). If the new ownership will have multiple names you will need to specify how the names should be connected.

If the current ownership has multiple names, and they are connected by ‘and’ all owners will need to sign the affidavit to add or remove a name.

In lieu of sales and use taxes, South Dakota imposes a 4% excise tax on most motor vehicle, trailer, ATV\off-road, or snowmobile transactions and a 3% excise tax on watercraft for most transactions. The excise tax is based on the purchase price listed on the bill of sale, purchase order, sales contract, or on the NADA clean retail value.
Purchase price is defined as total consideration of the vehicle price and all accessories not charged tax- including but not limited to rebates, document fees, extended warranties, service contracts and GAP Waiver. Trade in allowances are deducted from the total purchase price only if verified by VIN on the purchase contract AND if that trade in was titled in the name of the applicant.
Exclusions: Discounts are not rebates and are therefore not excise taxable. Insurance is not excise taxable.
If the vehicle was purchased for a nominal amount (less then fair value) excise tax may be calculated based on the NADA clean retail value of the vehicle.
Yes, South Dakota will give reciprocity (credit) for tax previously paid by the owner to another state. Verification of tax paid to another state is required to receive reciprocity if the issue date on the title is within the last two years. If the issue is date is more then two years old you will receive reciprocity credit for that state’s tax percentage. If coming from a state that collects less tax then South Dakota (4% for vehicles, ATV\off-road, and snowmobiles, 3% for watercraft) than excise tax will be collected for the difference.
Acceptable proof of tax previously paid is a receipt from the other state or local government office, or the Out of State Dealer Tax Assessment form completed by the dealer. If proof of tax paid cannot be obtained the excise tax will be assessed on the purchase price on the provided bill of sale if purchased within the last six months, or the current NADA clean retail book value if purchased more than six months ago.
Yes, South Dakota title and registration statutes do not expressly prohibit an out-of-state applicant from titling and registering here. However, your state may prohibit registering your vehicle, trailer, watercraft, ATV\off-road, or snowmobile in another state. No refunds will be issued for any reason.
If you have an out of state driver’s license or ID you will need to provide a clear copy of proof of your social security number. Acceptable proof is a copy of your social security card or a W2, 1098,1099, paystub or military orders with the full SSN on them.
South Dakota requires boats over 12 feet long, or with a motor (gas or electric) to be titled and registered. A boat 12 feet and under, without a motor, is not titled or registered.
Canoes, kayaks, inflatables, sailboards and seaplanes that are under 12 feet long, and do not have a motor (gas or electric) are not titled or registered. If it is over 12 feet long, or if at any point a motor is attached, it must be registered.
No person may operate or give permission for operation of a nonmotorized boat over twelve feet in length or a motorboat on the waters of this state unless a registration validation decal is displayed on each side of the bow of the boat.
No person may operate or give permission for operation of a nonmotorized boat over eighteen feet in length or of a motorboat on the waters of this state unless the boat is numbered in accordance with this chapter and the identifying number set forth in the certificate of number is displayed on each side of the bow of the boat.
No person may operate or give permission for operation of a nonmotorized boat over twelve feet in length or a motorboat on the waters of this state unless a registration validation decal is displayed on each side of the bow of the boat. A violation of this section is a Class 2 misdemeanor.
Motor Scooters (50 CCs and over) are required to be titled and licensed in South Dakota. The Low Speed and Off-Road Vehicle Affidavit is not required.
Mopeds (under 50 CCs) are optional to title and license, and toy ATVs are not titled in South Dakota.

County Residency Requirement
- Residents of South Dakota must register their vehicles in the county of their physical residence.
- For example, if you live in Box Elder, your physical address may fall within either Pennington County or Meade County. Be sure to confirm your county residency before registering your vehicle.

Yes, vehicles imported from Canada require:
- A Canadian Carfax report verifying lien status.
- For non-motorized or off-road/ATV vehicles, a signed letter from the Canadian province stating that no lien exists.
The excise tax is assessed on:
- The purchase price on the bill of sale if purchased within the past six months.
- The current NADA book value if purchased more than six months ago. If no NADA book value is available, the purchase price will be used.
- If the vehicle has previously been titled or registered in the U.S. by the applicant, proof of tax paid in another U.S. state may be submitted for tax reciprocity.
Note: There are currently no military exemptions to the excise tax in South Dakota.
Registration fees are prorated from the date of title transfer to the owner’s annual renewal month. If the transfer occurs within 90 days of the renewal month, fees will be calculated through to the following year. Renewal months are determined by the first letter of the owner’s last name or the first letter of the company name.

Yes, a vehicle may be titled in a trust’s name. A copy of the trust paperwork showing the name of the trust, the trustees and the signature page will be required. All trustees will be listed on the title along with the trust and must provide either a South Dakota driver’s license or ID, or an out of state driver’s license or ID and proof of SSN. Depending on how the trust documents read all trustees may be required to sign.
The name of the trust will be listed first on the back of the title as buyer and the ownership will be listed as ‘Trust’ and then all trustees will be listed and the ownership will be either ‘trustee and’ or ‘trustee or’ depending on how the trust documents read. The trustee(s) will sign as buyer.

To apply for a duplicate title:
- Only the owner(s) of record can apply. If there are multiple owners connected by “and,” all owners must sign the Duplicate Title Application. If there is only one name or the names are connected by “or,” only one owner’s signature is needed.
- For vehicles or motorcycles less than 20 years old, the current odometer reading must be included on the application.
- In South Dakota, if there is a lien holder, the title is held electronically (ELT) until the lien is released. If the title is paper (before the change to ELT), and there is a lien holder, section D must be signed by the lien holder. If the title is ELT, a duplicate title can not be applied for if there is a lien holder.
- To replace lost or destroyed plates or decals, the vehicle owner must complete an Affidavit for Duplicate License Plate or Registration Sticker form.
- If only one plate is missing, the other plate must be returned to the county when applying for a duplicate.
- If plates were lost or stolen, the Sheriff’s Form must also be completed, and it will be reported to law enforcement.
- Fees for duplicate plates or decals range from $4.00 to $12.00 depending on the type of plate (e.g., regular, commercial, motorcycle, trailer, or boat decals).
- Payments can be made by certified funds or credit card (with a service fee). Personal checks are not accepted.
- For duplicate specialty plates, an additional $7.50 postage and handling fee may apply, and a new application for that plate type may be required.
- If you did not receive your title, plates, or decals in the mail, you may be eligible to apply for a replacement at no charge.
- The replacement will be sent to the same address as the original. If you need it sent to a different address, you will need to pay the duplicate fee.
- To apply, submit the Application for Replacement (Lost in Mail) form within 90 days of the issue date. For plates or decals, complete the Sheriff’s Form as well.
Titling or moving a mobile home
The Pennington County Treasurer’s Office manages title transfers and issues moving permits for mobile homes. In South Dakota, buyers have 45 days from the purchase date to transfer the title into their name. All mobile home taxes are assessed through the Department of Equalization and must be paid before a moving permit is issued.

Before a moving permit is able to be issued by the Treasurer’s Office you must first go to the Planning and Zoning department. They will give you a paper that you must bring to the Treasurer’s Office when applying for the moving permit.
Anytime a mobile home is being moved a moving permit must be issued. The applicant must be the owner of the home, or have written authorization from the owner. If it is newly purchased and is being moved before the title is being transferred the valid bill of sale will be required.
In order for a moving permit to be issued all property taxes that have been assessed must be paid. If the mobile home is moving out of a different county, you will need to pay the assessed taxes at that county and obtain a Mobile Home Tax Affidavit showing the taxes have been paid.
South Dakota collects taxes a year in arrears (2023 taxes are collected in 2024), so the previous year and current year taxes will need to be paid before the moving permit may be issued. If the mobile home will be moving after November 1st additional taxes may be required for a moving permit.

Paperwork mailed in is receipted in and worked in the order it is received- not necessarily on the day it arrives from your chosen carrier. Expect up to two weeks plus processing time. If additional documents are needed and mailed in, they will follow the normal mail process. Requests to the contrary are subject to Administrative fees.
It is the sender’s responsibility to follow up on processing to avoid interest and penalties. Title work starts accruing interest if not completed 45 days from your purchase date. We do not go by when the paperwork is mailed/received in our office. You are responsible to have all documents in and paid for. You are strongly encouraged to mail in advance to avoid penalties.

Taxes on mobile homes are assessed through the Department of Equalization and are collected a year in arrears. When the title is being transferred, and\or a moving permit is being issued all assessed taxes must be paid.
Example: A mobile home with a South Dakota title was purchased and the title transfer is being done in May 2024. The 2023 taxes (payable in 2024) and the 2024 taxes (payable in 2025) have both been assessed on the home and will need to be paid.

In South Dakota, the annual vehicle registration renewal month is determined by the first letter of the owner’s last name or the company’s name (see chart in FAQ's) Renewals are due on the last day of the renewal month and can be completed up to 90 days before the expiration date. Residents must renew their registration in their county of residence, and only the vehicle owner or someone with written authorization can complete the renewal.
**New** The state's new system, 605Drive, is live and has expanded capabilities including allowing those with out of state driver's license or IDs to be able to renew their registration online. You may also apply for a disabled person placard, temporary permit, non-resident ATV permit, or getting a quote on a new purchase.

- In Person: Visit the Treasurer’s Office with your driver’s license or ID (out-of-state licenses require your SSN) and a valid phone number. Only an owner listed on the title may renew without written authorization. Payment options include cash, personal checks, cashier’s checks, money orders, and credit cards.
- By Mail: Send the renewal card and payment (including postage and handling fees shown on the card) to Pennington County Treasurer’s Office, PO Box 6160, Rapid City, SD 57709. Allow two weeks for processing. Accepted payments are cashier’s checks, money orders, or personal checks with a Pennington County physical address.
- By Phone: Call 605-394-2163 from 8:00 am – 11:00 am or 1:00 pm – 4:30 pm MST, Monday through Thursday. You will need your South Dakota driver’s license or ID number or SSN. Only an owner can renew without written authorization or the state-issued renewal card. A 2.49% service fee applies to credit card payments, and the issued cardholder must speak to authorize payment.
- South Dakota DMV Now Kiosks are available to renew registrations and update contact information. To use the kiosks:
- As of February 18th, 2025 those with out of state driver's license or IDs and business may use the kiosk or state's website to renew registrations.

Note: Additional kiosk locations in other counties can be found on the South Dakota Department of Revenue’s website. The kiosks can also update your contact information, file a report of sale, print a seller’s permit, renew your driver’s license or apply for a duplicate SD driver’s License or ID card. Convenience fees apply.
- Vehicle owners can renew registrations online.
- As of February 18, 2025 those with out of state drivers' licenses or IDs and businesses may renew registrations online.
- Renewals must be completed at least 10 days before the expiration date, and the registration will be mailed to the address on record.
- If your address needs to be updated, contact your County Treasurer’s Office before renewing online.
The following payment methods are accepted:
- Checks, Money Orders, and Cashier’s Checks (payable to Pennington County Treasurer).
- No counter, starter, PMB, or out-of-state checks will be accepted.
- Credit/Debit Cards: Visa, MasterCard, American Express, and Discover are accepted, with a 2% service charge.
- The issued card holder must be present with valid ID for the card to be accepted.
- Our system is not setup to take prepaid debit cards, gift cards or loaded employee payroll cards.

In South Dakota registration fees are based on the weight and age of the vehicle or trailer and must be renewed annually. The registration fee charts may be found by visiting the DOR website.

In South Dakota registration fees for a watercraft are based on the length of the watercraft and if it is motorized and must be renewed annually.
State technology fee on all - $2.00
Non-Motorized boat over 12 feet long - $15.00
Motorized boat under 19 feet long - $25.00
Motorized boat 19 feet or more - $45.00
Non-Motorized boats 12 feet and under are not registered in South Dakota.
In South Dakota registration fees for ATV\off-road and motorcycles are based on the age and engine CCs. The registration fee charts may be found by visiting the DOR website.

South Dakota statute does not provide for a refund when a vehicle is sold. The plates should be removed from a sold vehicle as they stay with the owner, not the vehicle. If you purchase a vehicle, you may transfer the license plates from the sold vehicle to receive credit for any remaining registration. Once the plates have expired they become dead and cannot be transferred.
The exception is commercial plates, which may be surrendered for a refund of the remaining registration. The Refund Request form must be filled out and submitted along with both plates and the registration card when requesting a refund on commercial plates.
South Dakota state statue allows for disabled veterans to receive special plates (maximum of two sets) for their vehicles or motorcycles. To qualify for the veteran plates you must supply your most recent letter of benefits along with the application. For more information on if you qualify for the plates see the DOR website.
No registration fees are charged for the disabled veteran plates. There is a $10.00 annual fee, and a $7.50 initial mailing fee for the special plates.
As of July 1st, 2024 state statue allows a qualifying disabled veteran to get regular county plates for the cost of the special disabled veteran plate (maximum of two sets). The complete application and benefit letter will still be needed.
Your current benefit letter must be supplied yearly when you renew in order to continue using the plates. If you no longer qualify you will need to get regular county plates and pay the registration fees.
There are multiple specialty plates that are available for South Dakota residents. To qualify for a specialty plate the vehicle owner must have a South Dakota driver’s license or ID, or be able to provide proof of residency in South Dakota. There are additional restrictions or requirements for some special plate types and additional fees apply. Please see the DOR website for more information on the available plate types, requirements, and additional plate and state mailing fees.
Acceptable proof of residency if the owner does not have a South Dakota driver’s license or ID include a utility bill, internet\cable bill, rental\lease agreement, property\rental insurance statement, or paystub or earning statement.
If you are applying for a different plate type outside of the registration renewal month the current plates on the vehicle must be surrendered at the time of application. For most special plate types a 45 days temporary permit will be given at the time of application and your new plates and registration will be mailed to you form the state once approved.
Disabled person parking permits and plates
The Treasurer’s Office in South Dakota processes applications for disabled person parking permits and plates for state residents. Applicants must have a valid South Dakota driver’s license or ID, or provide proof of residency, to obtain these permits or plates.
There is a $1.50 postage and handling fee per placard when processing through the mail or over the phone.

- The application may be submitted by a related third party on behalf of the applicant.
- A licensed physician must certify that the applicant has a physical disability that limits or impairs their ability to walk. Note: Blindness or impaired vision alone does not qualify for disabled parking privileges. - The doctor’s certification on the application must confirm a permanent disability.
- Complete Section D of the application with information about the vehicle(s) the plates will be applied to.
- If the vehicle is already registered in your name, the current plates must be surrendered when applying for disabled person plates.
There is a $7.50 postage and handling fee for the disabled person plates. At the time of applying a temporary permit will be provided. The plates and registration will be mailed to you by the state once approved.
- Applicants can request up to two permanent parking permits.
- The doctor’s certification must indicate a permanent disability.
- Permanent permits are valid for five years and can be renewed by completing the application and indicating the renewal in Section C with the current permit number(s) and expiration date.
- A doctor’s certification is not required for renewal; Section F may be left blank.
Temporary Parking Permits:
- Applicants can request one temporary parking permit.
- The doctor’s certification must indicate a temporary disability and the expected date of recovery.
- Temporary permits are issued for a maximum of one year and are non-renewable. If needed beyond one year, a new application with a doctor’s certification is required.

Section F must be filled out by the applicant's doctor.
If any information is missing the application is not complete and the permits or plates will not be able to be issued until completed.
Selling a Vehicle
In the State of South Dakota, specific documentation and procedures must be followed to ensure a legal and efficient transfer of vehicle ownership. 1. Complete a Bill of Sale and Odometer Disclosure Statement

For vehicles or motorcycles less than 20 years old, an odometer disclosure statement is required.

Use the back of the South Dakota title to complete this information or fill out separate bill of sale and odometer disclosure forms if preferred.
2. Submit a Report of Sale

A report of sale is required to officially document the vehicle’s sale.

If the title includes a tear-off slip on the bottom (older South Dakota titles), you can submit that slip. Alternatively, fill out a Seller’s Report of Sale form and submit it.

3. Retain the Vehicle License Plates

In South Dakota, license plates stay with the owner rather than the vehicle.
