Legal Fireworks Dates (Countywide)
Under South Dakota Codified Law 34-37-19, Pennington County allows the discharge of fireworks during the following periods:
- June 27 – July 5, 2026 (until midnight)
- December 27, 2026 – January 1, 2027
Reminder: Please clean up all fireworks debris after use to help keep our communities safe and clean.
Rapid Valley Area – Voluntary Curfew
The Pennington County Sheriff’s Office is requesting a voluntary fireworks curfew at 11:00 PM in the Rapid Valley area.
Deputies will be on extra patrol to help ensure safe and courteous celebrations.

Municipal Fireworks Regulations
Below are local ordinances for municipalities within Pennington County:
Box Elder
TBA | 9:00 AM – 11:00 PM
Allowed on private property with landowner’s permission.
Prohibited if grassland fire danger is rated "High" or above.

New Year’s Eve: Dec. 31, 2026 | 9:00 PM – Jan. 1, 2027 | 1:00 AM
Hill City
No fireworks allowed within city limits.
Novelty fireworks only: sparklers, poppers, snappers, and toy caps.
Keystone
No fireworks allowed within city limits.
Novelty fireworks only.
New Underwood
Retail Sales: June 28 – July 5, 7:00 AM – 12:00 AM
Discharge Permitted:
June 28 – July 5
December 29 – January 1
Fireworks may be banned by resolution in dry years.

Rapid City
No fireworks permitted within city limits or 1 mile outside the city limits.
Novelty fireworks only: snaps, caps, pull-a-parts, and ground toss fireworks.

Black Hills Fire Protection District
No fireworks permitted.
State law prohibits the sale and discharge of fireworks within this district.
Generally west of Highway 79, from Hot Springs to I-90 (Exit 61), including areas east of Black Hawk and Piedmont.
Custer County (City of Custer)
No fireworks permitted.
City Municipal Code: 9.04.080
Penalties
Illegal use of fireworks may result in:
- Fines up to $500
- Jail time up to 30 days
- Or both
Increased enforcement will occur in:
- Areas within 1 mile of Rapid City limits
- Rapid Valley after 11:00 PM
- Situations involving reckless or negligent use
- In the City
