 General Information: 

 The Treasurer's Office is responsible for:

  • Receiving and accounting for all Pennington County funds.
  • Managing Pennington County's investments
  • Collecting all taxes for Pennington County, including real estate and mobile home taxes and special assessments.
  • Issuing titles and licenses for new and used motor vehicles, motorcycles, trailers, snowmobiles and boats.
  • Releasing and notating motor vehicle liens.
  • Assisting taxpayers in applying for duplicate motor vehicle titles.
  • Submitting monthly remittance payments to the State of South Dakota as required by law.
  • Issuing distress warrants on behalf of the Department of Revenue and Department of Labor as required by law.

Important Notes

No out-of-state checks, PMB address checks, or counter checks accepted. Send cashier's check or money order for all vehicle transactions made payable to Penn Co Treasurer .   

Note: When you provide a check as payment, you authorize Pennington County to make a one-time electronic fund transfer from your account. Funds may be withdrawn from your account the same day we receive your payment. You will not receive your check back from your financial institution.

 

There are two lines to conduct business in the County Administration Building. 

The 'Left Line' will be for current year property tax payments, registration renewals and disabled permit renewals only.

The 'Right Line' will be for delinquent property tax payments and new or used vehicle/boat title transfers. Please have your drivers license ready when you approach the window to assist us in completing your transaction quicker. 

* Each window is limited to one person per transaction. This limit will be strictly enforced.

* You must arrive one hour prior to the lobby closing in order to have enough time to complete the transaction before closing.

PROPERTY TAX PAYMENTS - Due the last working day of the month (April and October)

If the last day of April or October falls on a Saturday or Sunday, the tax payment is due and payable on the last working day of the month.

The drop box for payments is located inside the south entrance of the County Administration Building on the Kansas City Street side of the building clearly marked 'Property Taxes'. ONLY property tax payments will be accepted in this manner.  The entrance doors to the drop box will remain unlocked during the months of April and October until midnight MST the last day of each of those months only. All payments made after that time will be subject to interest. Payments being dropped off should include the Real Estate ID # that you are wishing to pay and have your current phone number on your payment. 

Payments can also be mailed with your payment stubs to the Pennington County Treasurer at PO Box 6160, Rapid City, SD 57709 or hand delivered through the line during business hours at 130 Kansas City Street, Ste 250, Rapid City, SD 57701. 

Mailed payments must be postmarked no later than the last day of the month to avoid interest. On-line payments can also be made at www.pennco.org through the midnight MST deadline-or paid over the phone at 605-394-2163 by 4:30 pm with a credit card. A convenience fee for these last two methods do apply.

Delinquent taxes having a tax certificate assigned to it must be paid with certified funds. You must contact the office with the date you expect to pay for an estimate on the full payment amount.

MOTOR VEHICLES REGISTRATIONS (Title Transfers)  All payments to be made payable to Penn Co Treasurer

Registrations are processed from 7:00 a.m. to 6:00 p.m., Monday – Thursday. The last admittance for title transfers will be approximately 5:00 p.m. daily as all transactions must be completed in the system by 6:00 p.m. Please be prepared for the possibility of extended wait times. If time will not allow for completion by 6:00 p.m., you may be asked to return another date.

ADDITIONAL MOTOR VEHICLES REGISTRATION RENEWAL METHODS:

ONLINE: Please visit www.mysdcars.sd.gov. The online services allow you to review and renew your vehicle registration/decals and license plates, purchase new license plates, opt-in for email renewal and general notifications, find out the estimated renewal cost of your vehicles, report the sale of a vehicle, and print a seller's permit. 

SELF-SERVICE: Visit a SD DMV Now Vehicle Renewal Kiosk to renew your vehicle registration in less than five minutes. A vehicle owner can navigate through the easy-to-use touch screen (voice assistance available) with a valid South Dakota driver’s license, South Dakota identification card, or if a company, the information provided on its renewal notice. Once the payment has been submitted and the transaction is completed, the license renewal tags and vehicle registration are dispensed directly from the machine. The DMV Kiosks do not accept cash or check.

In Pennington County, the DMV Now kiosks are located as follows:

In 2023, new license plates will be issued. If you use a DMV Now kiosk during a new plate year, you will receive a temporary registration to use in your vehicle until your new license plates arrive from the State as they will be sent to you through the mail.
